In November of 2011 the management of the Silver and Avalon Hotel (said Konkins) were found guilty of not providing heat and ordered by the Tenant Review Board to immediately replace missing windows. This repair has not been done to date, in violation of the court order.

Illegal rooms were were closed by the City of Vancouver. These rooms were paid for by the Ministry of Social Services.
